Dr. David S. Blair, Sr., a Chicago native, brings over 40 years of executive, faith, and community leadership dedicated to helping people rise above life's challenges and reach their highest potential. A visionary communicator and strategic thinker, he is known for blending practical wisdom with compassionate guidance to equip individuals and organizations for sustained growth and impact.
Holding a Master's in Biblical Counseling and a Doctorate of Theology in Religious Education, Dr. Blair has built a career spanning senior leadership in both ministry and the corporate sector — including nearly two decades managing one of Illinois' largest affordable-housing communities, home to 1,900 residents. His influence extends across diverse settings: mentoring leaders, strengthening families, and championing pathways to personal and professional success.
He serves as Senior Pastor of the Victorious Living Church of God and was elected Chairman of the Illinois District Council in July 2026. Married for over 38 years to his childhood sweetheart, Lady Donna Blair, and father to David Jr. and Joshua, he continues to lead with integrity, vision, and a deep commitment to seeing lives transformed.

He directed a cross-functional team of 25, managing everything from leasing and resident relations to facilities and vendor coordination. His leadership drove measurable improvements in performance and resident satisfaction, earning the community the 2022 Silver Award for Outstanding Performance. Dr. Blair has also been recognized by HUD, IHDA, and other government agencies for his professionalism, leadership, and skill in transforming organizational cultures and strengthening economic performance.
